THE TOOL REGISTRY

Part 3 of 10

DISPATCH LOGIC Dispatch means routing a request to the right piece of code. When the model asks for a tool by name, the harness performs these steps. First, it looks the name up in the registry, and if the name is not found, it returns a helpful error instead of crashing. Second, it validates the inputs against the schema. Third, it checks the permissions: is this agent, in this run, allowed to use this tool? Fourth, it applies the rate limit, safety rules, and any required approval. Fifth, it calls the handler with a timeout and captures the output or error. Sixth, it records the call in the log and returns the result to the model. Because all calls go through this single doorway, the registry is also a natural place to enforce safety rules uniformly.
